Looks right to me, though I'm getting a bit confused by the fact that the
arch variant seems to be treated quite differently from other variants, and
I don't see the pattern.

This is a memory-saving optimization in get_manifest; we don't plan to
allow images to change architecture, but other variant transforms are
allowed. By keeping all other variants in the in-memory copy, it will
be easier to write the "change this variant" code.
