User and group actions would probably be the most useful things to add.
Drivers might be nice, but how many driver packages do we have in jucr /
pending / contrib?  Legacy actions don't make much sense, since you're not
converting from SVr4.  And you may already have another mechanism for
generating license actions.

Being able to add extra attributes to actions, though, is pretty important.
You'll want to be able to add preserve attributes to files, as well as the
actuator attributes (restart_fmri, etc), as well as others that we'll
likely start supporting on files and directories.
