The LiveCD can not be used to perform an upgrade. It does fresh installs.
You could possibly create your own copy of the IPS repo and move it
inside of your private network.

At the moment the documentation is not accessible. I suspect this will
be rectified soon.
There are also a couple of blogs on how to create an IPS repo but they
may be old.
Cross posting to pkg-discuss. Perhaps you can get more definitive input
from someone there.
