Package exclusions are not currently supported, and as far as I know,
aren't planned.
Out of curiousity, are there implicit exclusions?
e.g. What happens when I attempt to install a package that delivers a
file already delivered by a pre-existing package? (...and the same
install operation isn't removing or replacing the original package)
