afaik, this service got removed in snv_112.  (the last build that
shipped the iscsi_initiator.xml manifest file was snv_11b.) i was
thinking that either image-update should remove this service, or it
should have been removed on the first boot of snv_116?  subsequent
reboots of snv_116 still have this service failing to come online.

i fixed the problem by doing:
        svccfg delete svc:/network/iscsi_initiator:default


The smf team is actively working on making manifest-import
symmetric with respect to manifest creation and deletion under
/var/svc/manifest, which will address this issue.
