What is the problem you're trying to solve with this behavior?

Our software delivers a large infrastructure that among other things helps
with managing the lifecycle of Solaris containers.

The component we want to deliver is an SMF manifest and script to manage the
startup of those Solaris containers even in the absence of our large
infrastructure.

The current zones initialization SMF logic is not sufficient to address
the functionality we offer the customer (like utilizing NAS shares as the
location of the filesystems).

Obviously, one solution is to package it separately and have our package(s)
declare it as a dependency.

Without knowing more, then yes, this seems like the right solution.

Alternatively, or perhaps together with this, the installer we provide should make sure it is installed, and install it if not, and not remove
it at uninstall time.
