Exactly. Preserving Update Center's current behavior is trivial. If they
want to distinguish between click-to-accept and otherwise, then they'll
have to figure out a heuristic to determine whether a license action should
be click-to-accept implicitly, or explicitly.
One suggestion would be to start adding the tags now, and new Update Center
code can check the package timestamp, and note that packages before a
certain timestamp have the old behavior, and packages afterwards have the
other. Eventually, the code to support that can go away.
