What I think is happening is that prior to the build 116 import scripts in
the pkg(5) gate, SUNWgrub didn't import SUNWgrubr (because SUNWgrubr is new
in build 112, just like libgrubmgmt).  So when you're using the build 111
import data on build 112+ ON packages, nothing will import the package that
provides libgrubmgmt, so it doesn't show up in your repo, and doesn't get
installed on your system.

So you're probably best off just building a true 117 or 118 based repo.
