The following webrev contains fixes for the following issues:
8463 missing key file error message says certificate is missing

Please note that the removal of the checks from client.py was
intentional as they were redundant. In addition, this changeset is
dependent on the one for bugs 8709, 8710, 10181, 10182, 10186, 10187,
10188, 10189 posted earlier.
