If (2) depends on running before manifest-import, it may break after
early-manifest-import(EMI) is integrated later this year. I am
including smf-discuss so that the people working on EMI can say if
there will be a way for a service to start before EMI.
No, the new update service doesn't need to run before manifest-import.
