I have respun the webrev,
http://cr.opensolaris.org/~padraig/ips-11475-v2/, so that it applies to
the gate.
The problem was the deletion of lines 1214 to 1222 failed because of the
change to fgix 7029 to allow Package Manager to start correctly when
"All Sources" was specified as publisher.

The change at line 3603 fixes this problem by resetting the section
category list when switching publisher. The remainder of the changes
removes dead code which ought to have been removed in revision 1341.
