Inconsistent categorization of localization packages (firefox
and thunderbird) in package manager

I know that this changeset has already been committed but it seems to
me the fix is backwards - as these are localizations, it seems instead
the Thunderbird localizations packages should instead have been changed
to "Desktop (GNOME)/Localizations". Or am I missing something here?
