These are useful for standard repositories that are going to be
controlled through SMF. But various repositories that might be used for
testing and development (i.e. started on the command line) will require
the correct arguments.

The depot from build 127+ prints out a more helpful error for this
particular case. Sorry about that.
The just checked-in manifests and svc-method will take care of this
automatically. The default entry for content_root will always point to
the environment set in pkg/pkg_root.
