Adds the origins support to the Package Manager, which fixes 12962.
There are few limitations which prevents user to do some actions.
Once the full api will be in place and decisions how the whole
relationship between publishers, repositories, origins, mirrors and

The current limitation:
- The user can not remove first repository using Modify Publisher
dialog (this is the selected_repository)

API currently only supports a *single* "Repository" object for each
publisher.
The only thing that was added recently, and that is *not* still under
discussion, is the support for multiple "origins" per "Repository"
object.
The only item still under discussion is whether to support SSL
Cert/Key information at the Mirror/Origin ("RepositoryURI" object) level.
The GUI must support multiple origins/mirrors per "Repository" object.
The GUI should not allow the user to create multiple "Repository"
objects.
All of those statements are true for my webrev.
