to address both 13256 and 13413:

If not, I'll create separate webrev for 13413 only, after integration
of 13256; please integrate 13413 in b130 or in later build.
For 13413, I updated src/po/zh_*.po and src/po/ja.po.
Esssential fix for Japanese needs fix in code (I filed 13431),

but I've put workaround in ja.po so not depending on 13431.
If you fix 13431 now on the specific several messages reported, could
you please put it into b130 so I'll be able to sync translations in
b132 (otherwise they become English in the next release).
If you fix it later, or you fix it for all messages, please fix it
after the next release.

13256 IPS Localization update at osol_1003_130
I have tested it and its working fine against the gate.
Few minor issues:
- In All Publishers (Search) help page the help icon is not displayed
in other locales. This will be fixed as part of 11253.
- 13405: In de locale the Modify Publisher dialog has the Alias offset
incorrectly.
John,
This webrev looks fine for me, but as you wrote some more translation
needs to happen as not all is translated.
