This fixes BUI search so that it works again. I think I covered all
the bases during hand testing (actions/packages, latest versions/all

So I just realised that this means that the return value of
pkg.server.api.CatalogInterface.search() changed incompatibly. That
means that doc/server_api_versions.txt needs to be updated, the
pkg.server.api.CURRENT_API_VERSION needs to be bumped in all the
templates, etc.
Once that's done, I'm happy.
Thanks for reminding me the server api was versioned as well. I believe
I've made the changes needed,
