Technically, it was for 14715. But, looking at this again, I could see
how they go together. That is, while the fix I have in place should fix
14702 (since that was about removal), in an upgrade case, I could see
14715 being hit in addition to this issue.
I don't think the fix for 14715 is strictly necessary to fix 14702, but
it's possible that a user would hit 14715 now that I've fixed 14702.
I can incorporate that one additional change if you think I should.
