Joanie - I don't think you are missing anything, I think I am :) We used
to see different behaviour some time ago and I had assumed that this was
still the case. I'll check it out on my system but from your tests looks
like we should be able to drop All Publishers (Installed) or as its now
called, All Installed Packages. The only reason for keeping it is that
its a lot faster to select it than it is to go to All Publishers and
Filter on View: Installed at present.

Note that I don't think this is bad. I think PM is behaving as I'd
expect -- and that All Installed Packages née All Publishers (Installed)
has been rendered redundant.
What am I missing?
