I wouldn't expect them to be in the default plugins for pkglint - they
would be distro-specific.

I'm not sure about that - without checking package content, you couldn't
see, for example, whether the variant.arch tag has been correctly
applied to a action.

If such a tool to check package content is inevitable, wouldn't it make
more sense to go ahead and build in a framework for package content
linting, but leave much of the implementation up to additional plugins?
