As has been repeated many times over the past months, and included in the
release notes of many many builds, the publisher name is not the same as
the hostname nor a string you can choose - you must use the provided
publisher name:
pfexec pkg set-publisher -g http://ipkg.sfbay/dev opensolaris.org
...or better yet, simply don't specify one at all and use -p instead:
pfexec pkg set-publisher -p http://ipkg.sfbay/dev
...the correct one will automatically be configured for you.
