The following actions have reboot-needed set to True. This means you
cannot install the package in a live image. You must reboot to an image
with the updated software:

I believe that Bart is working on a changeset that should automatically
create the BE and install the software there if you install a package
that is marked as reboot-needed. He would be able to give you more details.
