Is that the *full* error output you receive?

Yes, that's all what I see on my screen.
What happens if you execute "pkg refresh --full"?

The same for:

pkg refresh --full

Is the environment variable $http_proxy set?

No. I never heard about this requirement.
Should I set it to something?

What's the output of 'pkg publisher' ?

----------------------------------------
pkg publisher
PUBLISHER                             TYPE     STATUS   URI
opensolaris.org (preferred) origin online http://ipkg.sfbay/dev/ opensolaris.org (preferred) origin online http://pkg.opensolaris.org/dev/ extra origin online http://ipkg.sfbay/extra/ on-extra origin online http://ipkg.sfbay/on-extra/
---------------------------------------

Also, when I 'pkg install SUNWruby18' on another snv_146 Sparc machine
I got slightly different messages:

==============================
# pkg install SUNWruby18
Creating Plan -Planning for install failed:
Use -v option for more details

pkg: No version of SUNWruby18 can be installed:
pkg://opensolaris.org/[email protected],5.11-0.133:20100216T094017Z: Suitable required dependency pkg:/runtime/[email protected],5.11-0.133 cannot be found
=========================

and for this Sparc machine pkg publisher produces the same 4 lines:
=======================
PUBLISHER                             TYPE     STATUS   URI
opensolaris.org (preferred) origin online http://ipkg.sfbay/dev/ opensolaris.org (preferred) origin online http://pkg.opensolaris.org/dev/ extra origin online http://ipkg.sfbay/extra/ on-extra origin online http://ipkg.sfbay/on-extra/
