Hi - webrev to address issue where new BE is not being created on
update all. Need to pass in new_be=None when creating the plan to allow
the BE to be created if required. Tested by publishing test package with
and without reboot-needed and works as expected, only creating the new
BE when reboot-needed=true is set on the file action. Also corrected a typo.
