I think this may be

17414 - clients should flush progress tracker before printing errors

If so, I've had a fix floating around in my home dir for a while, I've
just not got around to getting it integrated (I'd only tested it for pkg
and pkgrecv, I hadn't got around to looking to see what other programs
use progress trackers and are broken in the same way)
