The word "incorporation" is a bit overloaded -- it refers both to a
depend action of type "incorporate" as well as a package that contains such
a dependency.
The purpose of such a dependency is to cause a constraint to be placed on
the version of another package -- to define what versions are acceptable.
Slide 20 of the IPS KTD (ktd.us.oracle.com) talks about them a bit.

But the way that the OS incorporations work is complicated (e.g., they
cannot be removed, there are install holds). Perhaps you should explain
what you're trying to do. Starting to work with a complicated concept
before you understand what it means is putting the cart before the horse.
