The following webrev contains a fix for the following issue:
17728 publication tools should require a repository to be specified
18041 pkgsign should accept paths for filesystem-based repositories

These changes remove the last vestiges of the questionable port 10000
default used when a destination repository wasn't provided for pkgsend,
pkgrecv, and pkgsign. It also makes pkgsign a bit nicer to use.
