The above error code is not listed in the exit status area of the man
page for pkgrepo. Not implying that it should be.
The command that is failing is a rebuild command
pkgrepo rebuild -s http://localhost:$IPSPORT/
Issuing the command after a delay of an unknown amount results in
success.
This is an error from the libcurl framework pkg(5) uses for transport.
The error you're receiving suggests that either the depot server isn't
accepting connections at the time you attempted the operation, or that
some other network problem is preventing proper operation.
I can't help you any further than that.
