hey tim, so the changes look good to me, but i do have one comment. i talked to dan and liane and both of them agreed that the removal of the zones dependency from the zones-proxyd service seems like the right thing todo. but, they still really want the repo/proxy services to only be enabled transiently. this way if all the zones are removed from the system we don't leave those services running. i know when we added a sysboot callback we also switched to persistently enabling the service, but we should probably switch this back.
