I'd think we'd want the directory to remain so additional brands can be
delivered there and so that we have a reference point of what the
owner/group/mode is supposed to be for the directory.
Wouldn't you just get that from the pkg:/systems/zones delivered by ON?
(Though ON explictly defines it with group=sys, while pkg relies on
src/pkg/transforms/defaults to set it for you.)
