In this webrev, the layout of the buttons in the Certificates tab of
the Manage Publishers dialog is changed so that they look well in all
languages. The labels in the Signature Policy tab of the preferences
dialog are changed to allow wrap so that the labels are fully
displayed even if there is a lot of text in the labels.
