You are generally intended to be able to move the *whole* system or
*specific parts* forward.
Going backwards is not supportable from a general standpoint when
talking about downgrading the *whole* system. You can downgrade
specific packages by simply explicitly naming older versions.
I am interested only in upgrading.

What you were doing was the right way to move between builds. However,
packages in the userland conslidation are not currently "tied" to
specific OS builds, so when you update to 'entire@<some_version>' you're
only updating packages that *have* to be updated to match what you
requested. When you type 'pkg update', you're asking the system to
update everything it can.
This will work better in future builds once the userland packages are
tied together with the build again.
What about S11 express SRUs? Let's say I need SRU5. I'll install Nevada
151a and then what?
pkg update '[email protected],5.11-0.151.0.1.1'
...
pkg update '[email protected],5.11-0.151.0.1.2'
...
pkg update '[email protected],5.11-0.151.0.1.3'
...
pkg update '[email protected],5.11-0.151.0.1.4'
...
pkg update '[email protected],5.11-0.151.0.1.5'
Because if I run directly update to *.1.5, I am not guaranteed to have
lastest binaries from SRU0-4.
Again this should work.
Moreover 'entire' does not list every package, so I should rather run
pkg update '*@0.5.11,5.11-0.151.0.1.1'
...
?
'entire' contains a list of the incorporations and not the packages.
The incorporations within the entire will contain the packages.
