As far as I can determine these files were added to the repository in
changeset 684:882b8c12357d.
At that point the make install added them to the proto area but they
were never packaged.
After changeset 883:77885b2adc42 make install no longer added them to
the proto area.

Actually, given that there are some files getting deleted, don't you need
some makefile and packaging changes?
