The problem this change fixes -- making sure that we can address a package down to a particular source changeset -- is addressed even in the case of branching. What branching complicates is upgrading, since we're trying to map a non-linear graph onto a single integer. However, I expect that the vast majority of branching in the gate is going to be for updates, at which point the UPDATENUM should be bumped, and all is well again.
