The following webrev is for a backport of current pkg gate bits to build
151a:

Upgrading a LiveCD installed system from 151a -> 173, 151 SRU 10 -> 173,
and zone install, attach, attach -u, and detach have all been tested.
An upgrade of a system with 151a + redistributable -> 173 has also been
tested.
