Hmmm, looks like I don't need this capability after all. When pushing content from a package archive to an IPS repo, I had been doing:
pkgrepo add-publisher -s <IPS repo> <pub names> pkgrecv -s <p5p file> -d <IPS repo> '*' Looks like it works fine without issuing the pkgrepo add-publisher call first.
