Yes. If an FMRI is marked for restart (or any of the other actions), then it is restarted (refreshed, disabled, etc), exactly once. So, for example, you can update the windex file in a manpage service without having to worry about how long each invocation takes, as it'll only happen once, once all the man pages have been installed (indeed, svc:/application/man-index does exactly this).
