Did you build the packages on a machine running S11U1_03? You would need to set
the test machine to use a repo (such as the internal /dev repo) with those same
packages in if so, since it determined those are the versions you depend on.
If you want your packages to run on S11 FCS, you need to build on S11 FCS.
