Can you think of any alternatives to using '=' in the output? Since
this output doesn't need to be machine-readable, it seems like there
might be better ways to present it. Uncertain what those are at the
moment, but hopeful maybe there's an alternative.

matches how the properties are set in the set-publisher case.
Right, but this is for display, not for setting, so the symbols don't
need to match.
I don't have a better suggestion, but the visual presentation of the
pkg publisher long form output isn't the greatest in general right now.
So maybe the answer is to use this for now, but revisit the general
output format later and see if there's a better way to present this.
