Just as a follow up, I found a workaround which might be considered a
solution of sorts. It was to do a mogrify between the pkgdepend generate
and pkgdepend resolve stages, with the following transform:
<transform depend pkg.debug.depend.file=libfoo\.so.* -> delete
pkg.debug.depend.path usr/lib.*>
This stops pkgdepend looking for the libraries in the system path and
consequently it doesn't pick up the system packages.
