For the moment I'm removing them all at once so I'm happy
to let pkg uninstall do the work of making the new BE but if I were
doing things in stages your suggestion would work.

Not at this time.  (intentionally)

If you plan on removing several drivers (but separately), your best option is to create a new BE, mount it, and then remove the drivers from that BE and reboot once you're done.
