There is code in the installer to handle the case where must-accept is set to true, which would also trigger 'displaying' it. But, there doesn't appear to be code to handle must-display only being set to true. This is a bug in the installer from what I can tell. Could you possibly add a must-accept=true to the package manifest to test if I'm correct? Thanks, Darren.
