I copied that line pretty much directly from the documentation on the Oracle
web site (http://docs.oracle.com/cd/E23824_01/html/E21803/copyrepo2.html#copyrepo21)

If it's wrong, the document needs to be corrected.

Any idea as to what is going on?

In the email you responded to, Danek explained that this is currently
not supported and that there is an RFE open for this.

Nevermind, I didn't read this right.
As Pete said, you need to specify --key and --cert
