i didn't update the developer package because if the user has the
updated developer packages installed, they also have an updated version
of the packaging system installed, which has it's onwn dependency on the
jsonrpclib package, so jsonrpclib will already have been installed. so
adding it explicitly to the developer package seemed unnecessary.
that said, i can still add it if you want.
I think we should; the build package should reflect the dependencies
needed to build without relying on runtime dependencies.
