Small, cleanup change set. I decided to treat a missing manifest like a
malformed manifest for the purposes of search and index building. That
means the issue is logged, but otherwise ignored. I think that's
probably the right way to go since there's little the average user can
do to rectify the situation, at least that I know of. Running pkg fix
doesn't retrieve the missing manifest (should it?). I'm open to other
suggestions for how to handle this.
