Bugs:
7139940 cached manifests persist for packages not currently installed

7183540 creating a simple signed package in the test suite should be easier
This fixes the problem with stale or corrupted manifests on disks which
aren't for installed packages. If the package is installed, it doesn't
make any attempt to fix the manifest or package.
