Back ported the CRs :
7166082 pkg command does not handle Japanese character encoding on
Solaris 11
7184834 test_help_character_encoding could use TestSkippedException
to SRU gate. Please review fix for it. The webrev is located at :

Ran the complete IPS test suite, no failures. The "make packages" was
successful.
