That's the problem - the installed version of userland-incorporation
is preventing you from moving the package forward to the version you
want (which I assume is the one from the userland publisher?)
Either update the userland-incorporation to one which allows this
package, or do
# pkg change-facet facet.version-lock.developer/gcc-45=false
This worked -- thank you -- I also had to unlock gcc-45-runtime.
Me thinks Userland delivering everything locked is much too restrictive
for our needs on the lab machines. Customers it's a different story.

You can always create an empty userland-incorporation package and
install that. This will unlock everything in userland.
