What do you understand as "accessing". Yes, you can access the repo with a browser, but you can't install packages this way. You can download a p5i file which will tell the package manager what to do.

I'm not aware of a scheme to download a file directly from a repo, unless you have the hash of that file. Or are you talking about a pkg archive (p5p)

We are wondering

these but requiring a login before anything happens? We also want to be
able to count the files downloaded and kept track of what each user is
getting. I see that Oracle does seem to have some methods to require a
support contract for some IPS repository use. Is this or any other
method documented anywhere? Any suggestions?

The register-app at https://pkg-register.oracle.com explains the whole process of accessing SSL protected repositories, which can be done using the CLI, the package manager and, with some tweaking, the browser. But there are no plans on creating a scheme which uses a username/password pair at the moment.
