Why do you want this?
The proposal sent to this list a few weeks back allows the IPS content
to be served by Apache directly, with no Python involved on the
server-side (with the only caveat being that remote search (ie. "pkg
search -r"), and the server BUI wouldn't be supported without the Python
libraries on the backend)
As a proof of concept, I've been able to install packages and invoke
pkgrepo(1) commands against a http repository being served by a
Linux-based Apache server.
