Just a note to say that Erik reviewed this offline - his only question
was about the hardcoding of build_release on line 1499.
We do this elsewhere in the pkg-gate, it's only used if the FMRI doesn't
specify a build_release value, and I know we've talked about removing it
at some stage. I felt that keeping the same value we use in the rest of
the gate ("5.11") was a good idea here until we get around to cleaning up.
Unless there are any objections, I'll putback this change.
We just need to rip out build_version and be done with it. But we need
to investigate whether that has any effects on pkgrecv or other
publication operations when old packages are involved.
